The sub-region’s development background is shaped by the national history, blended by different forms of governance. Several emphasis placed on either centralized or decentralized form of governance emerged from one administration to another or even within the same.
According to 1995 Constitution of the Republic of Uganda and subsequent local government Act that energized decentralization, “the system of local government in Uganda shall be based on the district as a unit under which there shall be such lower local governments and administrative units” and “decentralization shall be the principle applying to all local government and in particular, from higher to lower local government units to ensure people’s participation and democratic control in decision making.’’ These phrases extending services nearer with over 70% central government programs and supports that account for recurrent development budget unfortunately didn’t address the rights and mindset challenges of parents and vulnerable youths.
The concerns of youth mind-sets and behaviours in regard to their crucial health, illiteracy and rights as well as desired livelihood aspects stimulated the basis for FYMS evolution. Over 78% of youths in this area lack meaningful definition for human existence, given the rising poverty level that accounts for illiterate rates. FYMS being non-discriminatory, not for profit youths and children focused organization, was also partly informed by Universal Declaration of Human Rights to get at the bottom. Registered years past, FYMS lack of growth relates to support seeking and poor mind-set for which it’s set to tackle. The initiative is premised on Sustainable Development Goals (SDGs), in line with the continental and domestic laws. Today, the main activities include youth research, identification of areas important for advocacy, lobbying support for livelihood set-up, skills training, environmental conservation message, monitoring, evaluation and learning, development of appropriate teenage centred programs for management. FYMS works with “all stakeholders irrespective of their background, including refugees, persons with disability, positive living, local-governments and humanitarian partners’’ in the implementation of every plans.
